How will Ukraine manage the rebuilding and modernization process?

Here we want to share with you the information about the processes of managing rebuilding and modernization processes arising as a result of international discussions and analyses and provide the perspective of the Ukrainian government's approach to the issue.

At the Lugano conference in summer 2022, the government of Ukraine presented a rebuilding plan (Ukraine's National Recovery Plan), which includes 15 industry programs and over 800 specific projects worth USD 750 billion. The plan expresses Ukraine's aspirations and its understanding of the strategic directions of the rebuilding. 

The series of meetings under the name Ukraine Reform Conference (URC) has become the most prestigious forum to discuss the international community on how to help and secure the long-term economic future of Ukraine to make it more modern, open and resilient one. Here you can full rich presentation and audiovisual materials from the conference.

Strategically, the government of Ukraine wishes to build its activities on open cooperation with the international community, transparency of and digitization of the process and project management system. 

Any entity interested in rebuilding and reconstruction processes should familiarize themselves with the platform called DREAM. This digital ecosystem collects and publishes data on all public projects: from the initiation to the completion stage. Local communities are able to create projects therein, present them to international partners in order to obtain financial resources and manage the construction process. It was created to build the highest level of trust between government, citizens, businesses and financial institutions.

Ecosystem complement: Prozorro and Diia platforms. The ProZorro system components provide different options for organizing public procurement in a transparent and efficient manner. Diia, on the other hand, provides a very wide range of electronic public services, also for business entities.

UkraineInvest investment agency is also a very useful source of information. There you can find many guides on different aspects of doing business. In addition, the agency identifies priority investment sectors and presents specific projects prepared for investors.

It is also worth familiarizing yourself with the #AdvantageUkraine  program if you want to declare your investment interest. During the URC 23 conference, Ukraine also presented the concept of the Development Fund of Ukraine (Ukraine Development Forum). The UDF will mobilise a mix of public and private funding across five key sectors.
